The published data is measured per 100,000 inhabitants on an area (Territory. 2004). There are two crime measuring systems in the united States. The first is the Uniform Crime Report (ULCER). This automated computer measurement system adds up all reported crimes from the police to the FBI, which is then published by the FBI.

The other crime measurement system comes from National Crime Factorization Survey (NCSC). This survey run by Bureau of Justice Statistics, who interviews all household members, 12 years and up, In six-month Intervals. The survey approach all rime suffered Individuals and households, regardless If the crime was reported to the law enforcement. The survey also summarizes the reasons the victims give for not reporting the crimes (http://sociologically. Com/measure_of_crime. HTML). Both programs are similar because they cover the crime types such as rape, robbery, aggravated assault, burglary, theft and vehicle theft.

Besides the unlike data collection methods there are also major differences between the CIRRI and NCSC.

The I-JAR relies on only reported crimes, coming from the police and the FBI.But since not every crime is reported to the officials by the victims, the statistics is somewhat incomplete. The NCSC on the other hand only collect data about crime incidents from victims first hand. But the survey cannot cover murder, since the victim cannot report it due to death. Personally, I believe the CUR to be more useful In addressing the true crime problem In the united States. Because I believe the law enforcement Is called to majority of crime scenes and can report happened crimes more often and effectively.

Also it has the advantage of measuring murder unlike NCSC, since all murders are investigated by law enforcement and can be reported. But on the other hand I find the NCSC survey very useful too, due to the fact that a lot of incidents are not reported to the officials. I think if those two statistics could be combined, we would have a much more accurate data base of all crime related information. I believe that before the era of the World Wide Web, the global television broadcasting and radio broadcasting the Americans were less worried about crime in he united States. Before we could watch news broadcasting about nationwide crime incidents or TV reality shows about crime Investigations, Americans had less fear of crime. These days we are too Informed about what Is going on In our Country and abroad, and It scares us that something could happen to us or somebody we love. Additionally to “regular” crime, the law enforcement has to fight the terrorist’s offense against our society.

Times are hard for the law enforcement agencies who try under control but on the other hand they have to accept budget cuts from the overspent.
